The Manager, Workforce Planning and Insights is accountable to the Director Workforce Strategy and Insights and delivers the Public Skills Australia’s Workforce Planning and Research functions. The Manager Workforce Planning and Insights is part of the management team and will oversee the day-to-day management of the Workforce Planning and Insights team. This position will be accountable for the end-to-end management and delivery of successful projects, including monitoring and tracking deliverables and milestones and managing budgets and associated risks. While this position reports to the Director they may be required to report to other executive staff depending on the projects they need to manage.
- • Development and consultation of workforce planning and training products that meet industry and policy needs;
- • Implementation, promotion and monitoring of strategies that drive improvement of training delivery and monitor resulting impacts; and
- • Stewardship of intelligence relating to workforce challenges and skill needs.
This role will lead the development and delivery of annual Workforce Insights Reports, by managing a small team of staff dedicated to these deliverables. The delivery of the Workforce Insights Reports required robust desktop and applied research, quantitative analysis of national and industry datasets, qualitative research methods to draw out industry insights and comprehensive consultation of data and findings. The Manager, Workforce Planning and Insights will be responsible for the overarching team planning and project planning to ensure all milestones are met. The Workforce Planning function also requires comprehensive written capability to draft and review extensive reports.
The Manager, Workforce Planning and Insights will also oversee a small team of staff dedicated to producing individual research projects that give effect to workforce strategies, ministerial priorities, industry sector requirements and Board directives. This position will oversee the management of a range of project involving analysis of qualitative and quantitative data to deliver research and other project deliverables. They will lead a small team, develop a workplan to deliver projects on the annual Public Skills Australia Business Plan, manage and contract subcontractors, manage their budget and ensure robust consultation, good governance and adherence to federal government requirements.

The role will analyse government priorities to determine potential shifts in the environment and leverage futures and strategic foresight methods to develop products that anticipate the future impacts on the public safety and government workforces, skills and capabilities.

The Learning Designer works within the Training Products and Quality Directorate to support the implementation and promotion of Training Packages. The role is responsible for the end-to-end development of learning resources that support Registered Training Organisations (RTOs) interpret, design and deliver Training Packages within Public Safety and Government.

The Procurement Officer is accountable to the Finance Lead and the Manager Business Operations and works closely with all staff across the company to support financial management and deliver procurement advice, management and control over the end-to-end procurement process for Public Skills Australia. The Procurement Officer ensures adherence to the procurement policy through the education and mentoring of staff and it plays an active role in the procurement process and evaluation of submitted responses. This position is responsible for ensuring legislative and financial compliance providing financial and procurement input to key reports to the Board and the Audit, Finance and Risk Committee.
The Procurement Officer will lead the procurement process ensuring financial compliance as set out in regulations, legislation and the Public Skills Australia Grant Agreement. The Procurement Officer will provide proactive procurement advice to the executive and leadership of the company in relation to financial compliance, procurement best practice, procurement boards and tender/contract/service agreement evaluation. This position requires a combination of financial expertise and critical thinking to support the efficient and effective functioning of the finance team. The Procurement Officer is responsible for coaching staff and building the financial expertise of managers holding budgets.

The Grants and Submissions Officer is accountable to the Manager Business Operations and works closely with other Directors and Managers across Public Skills Australia to scope, draft, coordinate and manage Grant and Activity submissions for the federal government to secure funding for project work. The Grants and Submission Officer will lead the development of activity and other grant submissions to secure funding for projects in support of the Public Safety and Government industry. The position is required to work across Public Skills Australia to identify, plan for and draft submissions and coordinate activities to establish projects. The role is further required to manage the administration of projects underway for reporting, budgeting, invoicing and contract management activities.
The Grants and Activity Submissions Officer will require a combination of budgeting and planning expertise, coordination and monitoring skills, and strategic thinking to forecast future project work.
Responsibilities:
- • Identify, scope and draft Grant and Activity submissions in partnership with delivery teams
- • Track and coordinate budgets, milestones, invoices and contracts for projects.
- • Report on and monitor the progress of projects that emanate from grant and activity submissions.
- • Ensure contracts and invoices meet governance requirements of the Grant Agreement and internal policies and procedures.
- • Support effective financial stewardship of the organisation, including ensuring all financial obligations, regulations and compliance requirements for the company are adhered to.
- • Prepare quality submissions and progress reports that identifies risks, opportunities and will result in successful project implementation.
- • Oversee day to day activity submission progress in collaboration with staff who deliver the projects.
- • Deliver quality work on time, in line with governance and consultation processes and to required standards.
- • Demonstrate appropriate professional behaviour in line with company values and encourage colleagues to do the same by leading by example.
