Manager Business Operations

Public Skills Australia (PSA) is appointed by the Department of Employment and Workplace Relations (DEWR) as one of 10 Jobs and Skills Councils. Public Skills Australia works with employer and employee representatives (career and volunteer) from the Public Safety and Government industry-sectors – Police, Fire and Emergency Services, Correctional Services, Defence, Federal, State/Territory, and Local Government – and provides the following services in support of industry:

  • development and consultation of workforce planning and training products that meet industry and policy needs;
  • implementation, promotion and monitoring of strategies that drive improvement of training delivery and monitor resulting impacts; and
  • stewardship of intelligence relating to workforce challenges and skill needs.

About the position The Manager Business Operations is accountable to the Director Projects Portfolio. This position forms part of the leadership of the company, and will work with the Office of the CEO, other managers and directors, members of the company, Board Directors, the Department of Employment and Workplace Relations, auditors and accountants, the company secretary and other bodies such as ASIC and the Australian Charities and Not-for-profits Commission (ACNC).

The Manager Business Operations leads the Business Operations function and is responsible for responsible for enabling other teams by providing three primary services, Human Resources, Finance Services and General Office Management Services such as travel arrangement, office administration and facilities management. This position is accountable for planning, implementing and continuously improving enabling services that supports the staff, leadership, financial management and administration of the company.

The Manager Business Operations will lead a small team and will build the internal reputation of the business operations team as a trusted partner with the Executive and other staff within the company. The position will be required to promote and support the vision of the Board, the outcomes of the Vocational Education and Training (VET) Reform program and ensure robust compliance, good governance, fiscal responsibility and adherence to federal requirements. The position is required to build and maintain strong relationships with all staff within the company.

Finance Lead

About the position

The Finance Lead is accountable to the Manager Business Operations and works closely with all staff across the company to deliver financial management, budgeting and procurement leadership. The Finance Lead leads the financial management and compliance of the company and is the financial steward for the company. This position is accountable for legislative and financial compliance and supports several key relationships including with the Board and the Audit, Finance and Risk Committee. The Finance Lead will lead financial forecasting, budgeting, accounting, budget acquittal and financial compliance as set out in regulations, legislation and the Public Skills Australia Grant Agreement.

The position resides in the Business Operations team and supports this team as and when required. The Finance Lead will provide proactive financial advice to the executive and leadership of the company in relation to financial compliance, forecasting and budgeting. This position requires a combination of financial expertise, leadership skills, and strategic thinking to ensure the efficient and effective functioning of the finance team. The Finance Lead is responsible for managing and coaching the Finance and Procurement Officer and building the financial expertise of managers holding budgets.

The position will be required to promote and support the vision of the Board, the outcomes of the Vocational Education and Training (VET) Reform program and ensure robust compliance, good governance, fiscal responsibility and adherence to federal requirements. The position is required to build and maintain strong relationships with all staff within the company.

The Human Resources (HR) Lead is accountable to the Manager Business Operations and works closely with all staff across the company to deliver Human Resources and Recruitment leadership. The HR Lead leads the workplace health and safety and is the culture custodian of the company. This position is accountable for legislative and IR compliance and supports several key relationships including with the Board and the Audit, Finance and Risk Committee. The HR Lead will develop and implement HR policy and procedures, lead recruitment and onboarding of staff, ensure work health and safety, plan annual staff training, manage staff meetings and surveys as well as any HR complaints and resultant investigations.

The position resides in the Business Operations team and supports this team as and when required. The HR Lead will provide proactive HR and IR advice to the executive and leadership of the company in relation to HR compliance, staff performance development cycles and performance improvement plans. This position requires a combination of HR expertise, leadership skills, and strategic thinking to ensure the efficient and effective functioning of the HR team. The HR Lead is responsible for managing and coaching the HR and Recruitment Officer and building the IR expertise of line managers.

The position will be required to promote and support the vision of the Board, the outcomes of the Vocational Education and Training (VET) Reform program and ensure robust compliance, good governance, fiscal responsibility and adherence to federal requirements. The position is required to build and maintain strong relationships with all staff within the company.

About the position The Manager Training Promotion and Implementation (Manager TPI) is accountable to the Director Training Products and Quality. This position forms part of the leadership of the company, and will work with the Office of the CEO, other managers and directors, members of the company, Board Directors, the Department of Employment and Workplace Relations, NCVER, STAs and the Assurance Body for Training Products.

The Manager TPI leads the Implementation, Promotions and Monitoring function of the company and is responsible for supporting the Training Products team to promote, implement and monitor training packages with Registered Training Organisations. This position is accountable for the end-to-end delivery of projects within the Vocational Education and Training (VET) sector, including tracking activities, milestones and managing budgets and associated risks as well as subcontractor management, contract and procurement activities.

The Manager TPI will lead a small team and will build the reputation of the company as a trusted partner. The position will be required to promote and support the vision of the Board, the outcomes of the Vocational Education and Training (VET) Reform program and ensure robust compliance, good governance, fiscal responsibility and adherence to federal requirements.
