Governance Support Officer

About the position

We are looking for a highly motivated individual to join our Office of the CEO (OCEO) team as the Governance Support Officer. This position is accountable to the Governance Lead and works closely with staff in the OCEO and others responsible for reporting and compliance. The Governance Support Officer supports the corporate compliance and governance of the company including the development of annual reports, maintenance of compliance registers, updating of company information and implementation of the company Risk Framework, under direction of the Governance Lead. This position supports several key relationships including with the Board, Industry Advisory Group and Subcommittees. The successful applicant will require a combination of governance and compliance knowledge and stakeholder management skills to ensure the efficient and effective support of governance practice and knowledge across the company.

This is a fixed-term role until 31 December 2026.

Responsibilities

  1. • Lead the planning and logistics of internal governance meetings including coordinating agendas, papers, room bookings, minute taking and catering.
  2. • Support the Governance Lead with reporting and delivery of company compliance with ASIC, ACNC and the Grant Agreement.
  3. • Support governance stewardship of the organisation, including ensuring all obligations, regulations and compliance requirements for the company are adhered, to as directed by the Governance Lead.
  4. • Prepare quality meeting paper packs for the IAG and Subcommittees.
  5. • Maintain outstanding action items registers and other compliance mechanisms for internal governance groups.
  6. • Support preparation for the Annual General Meeting of the company in consultation with the Company Secretary and Executive team.
  7. • Deliver quality work on time, in line with expectations, governance and consultation processes and to the required standard.
  8. • Taking minutes for governance and internal meetings as directed.
  9. • Manage shared inboxes in line with expectations for exceptional recordkeeping.

Manager Workforce Planning and Insights

The Manager, Workforce Planning and Insights is accountable to the Director Workforce Strategy and Insights and delivers the Public Skills Australia’s Workforce Planning and Research functions. The Manager Workforce Planning and Insights is part of the management team and will oversee the day-to-day management of the Workforce Planning and Insights team. This position will be accountable for the end-to-end management and delivery of successful projects, including monitoring and tracking deliverables and milestones and managing budgets and associated risks. While this position reports to the Director they may be required to report to other executive staff depending on the projects they need to manage.

This role will lead the development and delivery of annual Workforce Insights Reports, by managing a small team of staff dedicated to these deliverables. The delivery of the Workforce Insights Reports required robust desktop and applied research, quantitative analysis of national and industry datasets, qualitative research methods to draw out industry insights and comprehensive consultation of data and findings. The Manager, Workforce Planning and Insights will be responsible for the overarching team planning and project planning to ensure all milestones are met. The Workforce Planning function also requires comprehensive written capability to draft and review extensive reports.

The Manager, Workforce Planning and Insights will also oversee a small team of staff dedicated to producing individual research projects that give effect to workforce strategies, ministerial priorities, industry sector requirements and Board directives. This position will oversee the management of a range of project involving analysis of qualitative and quantitative data to deliver research and other project deliverables. They will lead a small team, develop a workplan to deliver projects on the annual Public Skills Australia Business Plan, manage and contract subcontractors, manage their budget and ensure robust consultation, good governance and adherence to federal government requirements.

Responsibilities

In partnership with internal stakeholders and external service providers, with the intent of ensuring compliance with relevant legislative, grant and company compliance obligations, the Manager Workforce Planning and Insights will:

  • • Develop and deliver the annual business plan for the team, meeting quality, governance and consultation expectations and processes.
  • • Oversee the development and completion of high-quality reports, plans by leading research, data analysis and the development of insights and findings that meets the expectations of their executive.
  • • Undertake thorough industry consultation through various engagement and research methods, including workshop facilitation.
  • • Maintain productive relationships with internal and external stakeholders, often at a senior and executive level demonstrating strong political acumen and corporate maturity.
  • • Manage and contribute to relevant stakeholder networks and/or governance groups (as determined by business need) by supporting the Chair, engaging with members of the group and contributing to all aspects of their meetings and meeting preparation.
  • • Undertake end-to-end project management of Workforce Insights Reports and Research deliverables, by scoping, planning, managing, and monitoring project plans.

The role will be responsible for delivering work under the Workforce Planning stream of the team. The position oversees the development of justifiable, industry-ready Workforce Insights Reports that guide training product priorities, and further research and project deliverables to inform Public Skills Australia’s business plan.

This role will provide expertise in diagnosing workforce challenges across Government and Correctional Services industry sectors. This senior role drives evidence-based planning, integrating research, analysis, stakeholder insights, and policy context to inform workforce strategies. A critical function includes synthesising complex data into actionable insights alongside ensuring transparency, traceability, and alignment with government Vocational Education and Training (VET) objectives. The Workforce Insights Lead (Government and Corrections) must foster cross-sectoral collaboration, build advocacy for strategic initiatives, and ensure workforce planning processes are robust, inclusive, and responsive to industry-sector requirements.

Responsibilities

This role will work closely with the Strategic Policy Advisor (Government Priorities) to collectively develop and deliver regular submissions to Parliamentary and other inquiries, provide collated industry feedback on request from government or other agencies and deliver other work that may be required. This position will be accountable for the delivery of successful government priorities in support of the Industry Stewardship function of the organisation.

The Policy Advisor (Government Priorities) will gather and analyse information and intelligence to inform and draft government and inquiry submissions and consultations, utilising their written capability to ensure the Public Safety and Government perspective is strongly embedded into their work. They work in a small team, work with other teams and ensure robust consultation, good governance and adherence to federal government requirements

Responsibilities

In partnership with internal stakeholders and external service providers, with the intent of ensuring compliance with relevant legislative, grant and company compliance obligations, the Policy Advisor (Government Priorities)) will:

  1. • Gather and collate industry responses to Parliamentary and other inquiries.
  2. • Track government and other relevant publications and environments to inform their Executive and the Public Skills Australia Board and industry stakeholders for reporting purposes.
  3. • Draft policy advice and company submissions relating to government and other priorities and publications, reports and media releases.
  4. • Regularly review and interpret strategic government priorities across the jobs and skills landscape, including Federal and State/Territory level initiatives and consultations.
  5. • Prepare briefings and presentations for the Executive.
  6. • Work with others to prepare high quality governance and Board papers, briefings and presentations.

This role will bring a proficiency in designing and facilitating futures and foresight activities to generate unique insights, add further depth to deliverables and provide advice on how to drive innovation within Public Skills Australia. Deliverables should be easily understood, usable and connected to the broader narratives in the jobs and skills landscape, whilst also having utility to the Public Safety and Government industry sectors. The role will analyse government priorities to determine potential shifts in the environment and leverage futures and strategic foresight methods to develop products that anticipate the future impacts on the public safety and government workforces, skills and capabilities.

The Futures and Innovation Analyst must foster cross-sectoral collaboration, builds advocacy for strategic initiatives, and ensure strategic futures methodologies are robust, inclusive, and responsive to industry sector requirements. The role works closely with stakeholders and with other teams at Public Skills Australia to identify the connections between over-the-horizon workforce challenges, government priorities, key advice from network subject matter experts and the potential implications for Public Skills Australia’s work program. Operating with high political acumen and corporate maturity, the position builds trusted relationships with senior stakeholders, negotiates consensus across diverse interests, and ensures outputs meet rigorous quality standards. Responsibilities

In partnership with internal stakeholders and external service providers, with the intent of ensuring compliance with relevant legislative, grant and company compliance obligations, the Workforce Futures Lead will:

  1. • Lead comprehensive analysis of emerging and over-the-horizon workforce challenges, including future skills needs and shortages, across Public Safety and Government industry sectors.
  2. • Synthesise complex futures insights and strategies into concise accessible summaries, papers and reports for governance, executive and Board reporting.
  3. • Undertake a range of strategic foresight and engagement methods to produce the evidence and futures insights to inform deliverables and outputs and drive innovation in Public Skills Australia’s work program.
  4. • Provide key advice across the organisation to leaders, managers and executives on innovative solutions and delivery of key Public Skills Australia work items.
  5. • Work closely with the Senior Networks and Partnerships Adviser to make connections between over-the-horizon workforce challenges, government priorities, key advice from network subject matter experts and the potential implications for Public Skills Australia’s work program.
  6. • Provide evidence based advice on future workforce challenges and opportunities, ensuring priority cohorts and industry perspectives are represented in policy and system reform discussions.
  7. • Ensure drafting of key products meets quality standards and expectations and are of value to industry.
  8. • Develop and oversee executive-level reporting, translating complex futures information and data into actionable insights.
  9. • Facilitate workshops with key stakeholders (internal and external) to inform the development and delivery of Public Skills Australia’s work program.
  10. • Mentor teams in strategic foresight and innovation practices, fostering a culture of acceptance of feedback and guidance and delivering robust, innovative and evidence-based work.
  11. • Operate with a high level of political acumen and corporate maturity to build relationship with senior and executive level stakeholders
  12. • Build consensus through negotiation with different stakeholders, in the development of workforce planning, research and policy products.
  13. • Demonstrate originality of thought and promote new and innovative approaches when developing workforce planning, research and policy products.

Key selection criteria

Essential

  1. • A Higher Education qualification such as a relevant Bachelor’s or Master’s degree.
  2. • Demonstrated futures/strategic foresight skills and experience.
  3. • Excellent written and verbal communications skills with applied knowledge of impactful and informative report writing.
  4. • Demonstrated capability to engage, negotiate and build consensus with stakeholders while maintaining trusted relationships.
  5. • Proven ability to facilitate workshops using strategic foresight methods and other engaging innovation activity, with application to future jobs, skills and training analysis.
  6. • Demonstrated understanding of complex research methodologies.
  7. • Experience in a project-based delivery environment.
  8. • Motivated to promote a curious and innovative culture across the company.
  9. • Proven capability work on multiple products in a fast-paced environment.
  10. • Demonstrated independent problem-solving skills and initiative.
  11. • Experience in a supervisory or team leader role.

Desirable

  1. • Experience working within a government and/or corrections environment.
  2. • Experience in workforce planning, policy development AND/OR strategic foresight AND/OR environmental scanning.

Type of employment

This is a full-time, fixed-term position, with the duration aligning to the current Department of Employment and Workplace Relations (DEWR) grant funding available through till 30 June 2028, unless otherwise stipulated in the employee contract or agreement. Experienced staff within the public service will be considered for secondment arrangements. A six (6) month probationary period applies to all new PSA employees (external candidates) and or new positions successfully applied for by internal candidates.

Location

This position is based at the company’s office within the Melbourne Central Business District (CBD). The candidate will be required to attend the Melbourne office as necessitated by business and deliverable requirements. PSA supports flexible working arrangements, with a focus on balancing staff needs with work requirements.
