As former Chief Executive Officer of the City of Stirling - Western Australia’s largest local government by population - Stuart led a workforce of over 1500 employees, overseeing long‑term strategic planning, robust performance reporting, and disciplined financial management. Throughout his career, Stuart has been recognised internationally and nationally for excellence in governance, sustainability, stakeholder engagement and integrity, including honours for eminent service to Local Government and sustained best‑practice reporting.
