Local Government Skills Audit
The Local Government Skills Audit is a national initiative led by Public Skills Australia to identify vocational skills gaps across Australian Local Government Areas.

Project Overview (May to December)
This project aims to build an evidence base to address workforce capability challenges and recommend improvements to training pathways for Local Government Areas (LGA). The project includes a national audit of skills data, stakeholder consultations, and analysis of the uptake and utility of existing LGA VET training packages. It will map skills shortages against current training offerings and propose strategies such as curriculum reform, RTO engagement, and policy enhancements to strengthen the skilled labour pipeline and ensure future workforce readiness in the Local Government sector.
Consultation and data collection
PSA is dedicated to ensuring stakeholder needs guide project processes, outcomes and recommendations. As such, PSA will work collaboratively with State and Federal peak bodies, RTOs and all relevant stakeholders to build a quantitative and qualitative data set to articulate the skills needs and shortages with Local Government. We are committed to adopting a flexible and agile approach to data collection and consultation that represents the unique needs of Local Governments and their stakeholders. Consultation is planned to be conducted from July to September 2025.
Data analysis and skills mapping
The collection of quantitative data articulating the nature and volume of skills shortages will facilitate the mapping of these shortages against the content of LGA VET products. This will allow PSA to determine training gaps within VET products and assess opportunities for increased agility in training delivery. The qualitative data collected will inform the project of the real-world challenges faced by Local Governments including barriers in accessing training, multi-role staff models and challenges faced by rural and remote Local Governments. The data analysis and mapping are scheduled to be conducted in October and November 2025.
Reporting and recommendations
The final report detailing the project findings and recommendations will be submitted to the Department of Employment and Workplace Relations in December 2025.
