Review of Procurement and Contracting Qualifications
The review of the Procurement and Contracting qualifications will see the update of several qualifications and overall PSP Public Sector Training Package maintenance.

Project Overview (May to December)
The Procurement and Contracting Stream of qualifications outline the job role requirements for professionals responsible for procuring goods and services, as well as managing both operational and strategic procurement activities across the public and private sectors. It serves as a core framework for training procurement professionals. These qualifications were last reviewed in 2016 and require updates to meet the emerging capability requirements of the public sector.
The updated qualifications will incorporate contemporary best practices as outlined in the 2024 Commonwealth Procurement Rules and other legislative changes since 2016.
By addressing the gaps between industry practice and existing qualifications, the project will aim to ensure training reflects current procurement methods, risk management practice, supply chain coordination and technological advancements.

During this release of the Training Package, several additional qualifications are scheduled to be updated to replace superseded units of competency within their packaging rules. Additional supporting information for stakeholders will be provided during the consultation phase of this project to highlight changes within updated units.

**Proposed Qualifications for Deletion **
As part of the upcoming release of the PSP Public Sector Training Package, the following qualifications will be proposed for deletion. This will be communicated and consulted with relevant stakeholders during the development stage of the project. These qualifications have been proposed for deletion due to:
No enrolments / completions in the preceding three years,
Low usage without an identifiable specialist occupational outcome, or
Duplication of occupational outcomes with other native qualifications (or the broader Training Package landscape).

Project Phases
This project will be conducted over two phases.
**Phase 1: Research and Industry Engagement **
This first phase of the project will see mapping of training products within the PSP Public Sector Training Package and touch points across training products that use imported units of competency. Public Skills Australia will engage industry to assess job roles, functions and future requirements in the procurement and contracting landscape to inform technical committee meetings.
**Phase 2: Training Product Development **
For this project, Public Skills Australia has determined that two technical committees will be required, one for the Procurement and Contracting qualifications and a second committee for PSP Public Sector Training Package maintenance. Technical committee membership will meet the requirements of Training Package Organising Framework (2025).
Technical Committees will provide be established to advice on:
- Design and alignment of training products
- The purpose and occupational outcomes of qualifications
- Consideration for streamlining training products
- Methods of consultation to maximise engagement and opportunities for stakeholder input
- Assess implementation challenges for Registered Training Organisations
- Advice on equivalency and transferability of units within qualification
